Changes to this year’s budget

Deputies made a number of changes and additions to the law “On the Republican Budget for 2020”. The legislative initiative was originally associated with the redistribution of financial balances and the refinement of plans for 2020. A number of amendments were made to the law-in-draft by the second reading in connection with the state of emergency.

A ban has been introduced on the conclusion of new agreements on the capital investment program, in certain areas of spending funds from the road fund, the youth support fund, the development of local self-government and other programs. This will significantly increase the reserve fund of the government, from which anti-epidemiological measures are now financed.

In order to make as many payments within the republic as possible in non-cash form, the president proposed amending the law "On Protection of Consumer Rights" and other legislative acts. From July, all public sector employees will have to receive salaries in an account with one of Pridnestrovian banks.

There are a number of exceptions. Remote trade and other types of petty trade will not fall under the law. In addition, in those areas where there is no Internet, such an obligation is excluded.

The proposed amendments, according to developers, will stimulate the growth of cashless circulation. In particular, this is due to government measures to combat the spread of coronavirus infection. The Supreme Council adopted the law-in-draft in the first reading and will continue to work on it taking into account comments and suggestions.
