The Government proposes to amend the law on the budget for the current year. The law-in-draft was developed in connection with the need to approve the balances of budget funds that have developed as of January 1, 2023. At the suggestion of the Government the rest is planned to be used to increase costs, including the creation of reserves. Parliamentarians considered today the law-in-draft in the course of the plenary session in the first reading. It was presented by the Minister of Finance of the Pridnestrovian Moldavian Republic Alena Ruskevich, who outlined some of the main points of the law-in-draft.
An additional 47 thousand rubles will be received by a sports center for people with disabilities in the city of Dubossary. The Ministry of Health provides funds for the purchase of specialized medical vehicles, the completion of equipping the operating room for mixed trauma at the Republican Center for Mother and Child, and the purchase of equipment for the pediatric hospital there with the necessary modern equipment. It is planned to increase funding for the Road Fund. The money should be used to finance the costs of the operation, maintenance and repair of street lighting networks of public roads, which are on the balance sheet of the Unified Electricity Distribution Grid.
In addition, the law-in-draft provides for the financing of work under contracts concluded and not fully executed on the objects of the Capital Investment Fund approved for 2022. We are talking in particular about the State Museum of Local History (as part of the Catherine Park in Tiraspol), the repair of the metropolitan municipal pre-school educational institution number 5 "Cinderella", the Bendery school number 17, the Bendery kindergarten number 26, the reconstruction of the boiler house in the Day Care Center for children with disabilities in the village of Chobruchi, Dubossary central regional hospital and some other facilities. The law-in-draft provides for the allocation of part of the balances of the funds of the local budget of Tiraspol, formed as of January 1, 2023, to work within the framework of the Capital Investment Fund. It is planned this year to carry out work at the capital's city stadium, in the arboretum and at the municipal correctional educational institution number 2, where children with disabilities study.
In addition, it is planned to allocate funds to finance the Program for the improvement and preservation of burial sites of Heroes of the Soviet Union, full holders of the Order of Glory and Memorials of Military Glory of the Great Patriotic War for 2023-2025.
As part of the discussion of the law-in-draft, the deputies were interested in whether it is possible to change the mechanism for using funds for street lighting. Representatives of the Government assured that they were ready to discuss this issue within the framework of the second reading.
The corresponding reserves in the submitted law-in-draft are provided in the amount of more than 66 million rubles, the Government noted. The state will be ready to respond promptly if the situation worsens. The law-in-draft was adopted in the first reading.
