Parliamentarians voted for the adoption of amendments and additions to the law “On the PMR Budget System” in the second final reading. The initiative of the Government proposed changing the timing of approval of local budgets for the next financial year.
District and city Councils of People's Deputies were required until now to approve their own budget no later than three weeks after the adoption of the republican budget. However, as representatives of the Tiraspol City Council noted, they can begin work only after the main financial document is signed by the President and the law on the republican budget is officially published. In addition, the adoption of such an important document takes place at the end of the calendar year. Local authorities do not always have time to complete all the necessary work in the allotted three weeks, some of which fall during the New Year holidays.
According to the amendments that the Government proposed to make to the law “On the budget system of the PMR”, local authorities will now be able to approve the budget of a city or district for the next financial year within 30 working days from the date of entry into force of the law on the republican budget for the corresponding financial year.
The rule is excluded from the law, according to which decisions of the Council of People's Deputies on the budget for the next financial year, establishing local taxes and fees or worsening the situation of taxpayers, must be published 3 months before their entry into force.
