Voters talk about the problem of potholes and broken asphalt in their yards

24.05.2024

Residents of high-rise buildings have been raising the issue of repairing intra-block passages with deputies of the Supreme Council for several years. The road surface in courtyards and between houses, as well as passages that lead to social facilities inside the blocks, are not repaired, potholes are not repaired, since there is no targeted funding. Local authorities can allocate money from the remainder of the municipal Road Fund to repair driveways and courtyards, but in practice this is unrealistic, because city and republican roads always require attention. Thus, the issue of potholes in the courtyards of high-rise buildings and broken passages within blocks to social facilities has not been resolved for decades.

The President proposed that when distributing the funds of the Road Fund, the length of intra-block and courtyard driveways should be taken into consideration in the given area of roads. Thus, funding from the Road Fund will be directed not only to republican and city roads, but also to passages between multi-storey buildings in cities.

The President's law-in-draft is being considered in the Supreme Council. The initiative is supported by both deputies from the city of Bendery and Tiraspol.

We are talking about the capital's targeted program for the repair and maintenance of courtyard and intra-block driveways. 100 thousand rubles per year are allocated for each deputy district in Tiraspol, but this is a drop in the bucket, says the head of the city’s state administration Oleg Dovgopol. He spoke about the problem of potholes in courtyards in the course of the meeting of the Tiraspol City Council on April 25.

Intra-block passages in most cases have not been repaired since the Soviet construction of high-rise buildings. There was no such traffic flow just a few decades ago. The load on the asphalt in the yards is heavy today, there are a lot of cars, trucks and special equipment pass by, the asphalt cracks under the weight, and after the rains the holes become deeper and wider, but not only cars drive along such driveways, but also pedestrians – there are no sidewalks there.

Young mothers worry about the health of their children. They say that while babies are in a stroller, we can protect them from problem areas on the road, but when they grow up, it’s more difficult.

“If you take another type of transport for a child, for example, a scooter or a bicycle, then letting him go for a ride on the road is very dangerous. Mothers are worried that the child will not fall into a potholes with a wheel, fall and injure his arms and legs”, says a resident of the Solnechny microdistrict of Bendery Arina Veliksar.

Deputies of the Supreme and local Councils can only partially solve the problem of destroyed intra-block passages and deep potholes by means of the program of the Fund for the Execution of Voters' Orders. For example, Deputy of the Supreme Council for the Bendery district “Solnechny” Alexander Korshunov sent money from the Fund for the Execution of Orders of Voters of the Republican Level to install tiles near house No. 1 in Matsneva Street 2 years ago. A sidewalk was built along three high-rise buildings on Matsneva Street at the expense of the Municipal Mandate Fund. The residents are happy, but are waiting for the repairs to continue, since the passage within the block consists entirely of large holes and potholes.

The townspeople are not left out of solving the problem. Large potholes near high-rise buildings in Leningradskaya Street in Bendery were filled up by the owner of a local store. A car with goods can drive up, and pedestrians can safely pass through, but the sand poured into the holes will gradually be washed away by the rains, so residents are asking to repair the road, patch the holes, and ideally completely replace the old asphalt.

If deputies of the Supreme Council support the President’s law-in-draft on a new scheme for splitting the funds of the Road Fund, then funding for the repair of intra-block and courtyard driveways will be allocated in the required amount. You can walk and drive around the yards without fear of breaking or damaging anything.
