From Obligation to Right

The owner of the drinking water meter is obliged to transfer it for service and pay a subscription fee for this according to the current legislation. The subscriber enters into an agreement with a specialized organization that carries out maintenance and repair work on the water meter.

The Supreme Council has recently received many complaints from the owners of water meters. They do not agree to conclude a subscription service agreement, since the meter is their property. Many of those who do not agree to conclude a service agreement consider that they can independently install and remove the water meter, and then after a certain period of time put it in check. It is estimated to be cheaper than paying a constant subscription.

The Supreme Council supported the legislative initiative that translates from a mandatory into a voluntary provision of the law on the conclusion of an agreement for the maintenance of water meters. In the first reading, the corresponding amendments to the law "On drinking water supply in the PMR" were adopted.

According to Deputy Chairman of the Agro-Industrial Complex Committee Anton Onufrienko, this is the first step to solve the existing problem, and the relevant committee will continue to work in this direction. It is planned to create the same system that exists with the maintenance of electricity meters and gas facilities in our republic in the future. All issues will be handled by the service organization that delivers the service.
