The spring session results: laws in the field of agro-industrial complex and transport, as well as in the field of regional policy and housing and communal services

Legislative initiatives aimed at supporting the agricultural sector, modernizing the transport system and improving the safety of citizens were considered and approved in the course of the spring session by the deputy corps.

The state will restore ownerless dams

Ownerless dams have been included in the republican register of hydraulic structures. Amendments to the law "On the safety of hydraulic structures" and to the Civil Code allow the state to take into account and restore dams without owners. A simplified method has been adopted for transferring such objects to state ownership and to the balance sheet of the "Republican Irrigation Systems" State Unitary Enterprise. The state will be able to demand recognition of the right to property through the court 3 months after the registration of such a dam, such a procedure required 1 year previously.

New benefit for farmers

Farmers engaged in the return of abandoned lands to circulation will receive tax benefits. Amendments to the laws "On share collection" and "On payment for land" allow for the provision of benefits for up to 3 years. This applies to lands previously occupied by buildings or greenhouses, as well as abandoned quarries. The innovations will help to put more than 1000 hectares of unused land into circulation.

It is proposed to divide the work on returning lands to agricultural circulation into reclamation, which requires design work, and cultural and technical measures aimed at restoring the productivity and economic value of disturbed lands.

Compulsory civil liability insurance for vehicle owners: new rules for protecting the rights of victims

Amendments have been adopted to the law "On compulsory insurance of civil liability of vehicle owners". The insurers are required to notify victims of a refusal to pay within 5 working days. Amendments have been made to regulate the obligations of insurers and the rights of victims, including the terms of inspection and payment. The law is aimed at balancing the interests of the parties and increasing the efficiency of the Compulsory civil liability insurance for vehicle owners system. The rules came into force on July 1, 2024.

Share funds for road repair and construction

Amendments to the law "On state guarantees to citizens entitled to a land share and other employees of agricultural enterprises" allow share funds to be used for road repair in rural settlements that are in state ownership. These changes make it possible to improve the infrastructure of rural settlements, improve the quality of roads and provide more comfortable conditions for residents.

Parliamentarians supported the initiative of the relevant Committee and adopted the law-in-draft in two readings.

State program for replacing street lamps adopted

A new state program for replacing mercury street lighting lamps with LED ones has been adopted. The program will come into effect in 2024 and is designed until 2028. Within the framework of the program, it is planned to replace up to 5 thousand street lamps annually. Funding will be allocated from the republican budget. Replacing the lamps will increase energy efficiency and reduce financial costs for the maintenance of lighting systems. The state program was developed within the framework of the "Development Strategy of the Pridnestrovian Moldavian Republic for 2019-2026" and is aimed at improving the quality of life of the population, increasing the level of comfort and safety of the citizens of the republic, solving key tasks for the renewal and modernization of its infrastructure.

Three special vehicles will be purchased for firefighters under the state program this year

It was proposed within the framework of the "State Program for the Re-equipment of Official Fire Service Vehicles for 2023-2031" to purchase three fire trucks instead of one fire ladder. Changes to the state program and the law "On the Republican Budget for 2024" will allow the purchase of "AC 5.0-40" fire trucks. The legislations regulating local government and housing and communal services.

Local authorities cannot impose fines for various violations, such as damage to the environment, pollution of streets and sidewalks, damage to the property of the local Council. The Supreme Council supported the law-in-draft initiated by the Bender City Council of People's Deputies in the second final reading. The changes affected the Law of the PMR "On local government bodies, local self-government and state administration in the Pridnestrovian Moldavian Republic". The main goal of the law-in-draft is to eliminate duplicate provisions in the legislation. The City Council of Bendery argued that the amounts of fines have already been established by the Code of Administrative Offenses and the Criminal Code, and should not be within the competence of local authorities.
