Tax deduction for masters
Young specialists are provided with a tax deduction in the amount of 70 minimum wages (728 rubles). When employed, this amount should not be subject to income tax. The support measure is valid for 3 years after the young specialist got a job. Bachelor graduates had the right to a tax deduction previously. It turned out that there was 1 year of the tax deduction left since many go to study further in the magistracy. The norms have been changed, and now master's graduates, like undergraduate graduates, will receive a tax deduction for 3 years after employment. In addition, the countdown of 3 years will begin from the moment you get a job, and not immediately after receiving a diploma, as it was before. At the same time, you need to find a job within 1 year after graduation. If a young specialist leaves to serve, then 1 year will be considered after the end of military service. Corresponding amendments to the law “On personal income tax” will come into force from the beginning of 2024.
Requirements for heads of educational organizations
A specialist with a higher pedagogical education of the second level should be in charge of a school or kindergarten - this is a specialist or a master's degree. Clarifications were made to the law "On Education". The norms apply only to educational organizations located in the city.
“We are convinced that the Department of Public Education is able to find a director with a profile education of the second level in the cities of the republic. There are literate, intelligent, experienced teachers in the cities. The old norm is kept for villages. We still need to work with rural education. There are problems there, often there are not enough teachers,” said Chairman of the Committee on Education Igor Buga.
It is enshrined that in one educational organization leadership positions should not be held by close relatives: parents, spouses, brothers, sisters or children. The prohibition applies to close relatives of the spouse.
Right of the rector of PSU
The rector of Pridnestrovian State University can now appoint not only the heads of branches and institutes, but the deans of faculties. Previously, the position of deans was elective. They were elected for 5 years. The current deans of the faculties of PSU will be finalized until the end of their term, then they will be appointed by the rector. The position of heads of departments will remain elective, as they are engaged in scientific work. Amendments have been made to the law “On Higher and Postgraduate Vocational Education” and to the Labor Code.
Personal books of volunteers
The law "On volunteering" has been amended. The mechanism for issuing a personal book of a volunteer has been fixed. The same document is issued to volunteers in Russia. It contains records of specific activities in which the volunteer participated, about incentives and additional training. A volunteer's personal book can be taken into account when applying for a job and when entering a university or technical school. The law clarified the types of volunteer activities, 20 areas were identified. Another innovation is that all information about volunteers and volunteer organizations will be collected in a single information system.
Powers of the Ministry of Education
The Ministry of Education can now determine the standards for the material and technical equipment of schools, kindergartens and boarding schools. There were no specific procurement rules previously. Goods such as household chemicals or personal care products were purchased as needed. The new measures will help make procurement more transparent and organized. Corresponding changes have been made to the Law “On Education”.
Monuments of art under state protection
Art monuments, the date of creation of which is unknown or less than 40 years have passed since their creation, have been included in the unified register of immovable objects of cultural heritage. According to the law, the objects aged 40 years or more could be included in the register prior to that. Sometimes, it is impossible due to the lack of archival information to determine the exact date of creation of some monuments. Therefore, the law was amended. This will help preserve important art monuments and increase the tourist attractiveness of the republic.
