The Results and Plans of the State Customs Committee

Ministries and departments of the republic continue to summarize in 2014. Today the meeting of the State Customs Committee discussed the results of activity. The report was presented in video format. In comparison with 2013 year, revenues to the state treasury from customs duties decreased by $ 7 million. Their share in the revenue side of the budget was 29%, while in 2013 - 35%.

The State Customs Committee adopted a number of decisions aimed at simplifying customs procedures in an effort to facilitate the implementation of the economic entities of foreign economic activity. The procedure for issuing permits for the placement of goods for safekeeping was simplified. The required number of copies of supporting documents was reduced. A new method for controlling the delivery of goods - GPS-trackers was introduced. Mechanism of escort was simplified. Particular attention was paid in the reporting period to compliance with legal deadlines customs declaration - no more than 4 hours.

According to the Customs Service, the dialogue with the business community is at the new level. Almost four decades of economic agents became owners of the status of "faithful participants of foreign economic activity", which grants the right for a simplified customs clearance. Meetings of the Public Advisory Council on Customs Policy contributed to facilitate interaction. Last year there were six such meetings, five of which - exit meetings.

Modernization and improvement of customs infrastructure contributed to improving the capacity of border crossing points.

Evaluating such a strategic task of customs authorities as restraint the illicit cross-border transportation of goods, weapons, drugs, it was pointed out that 543 violations were recorded in 2014. This figure is considerably higher than last year.

Several more reported data. The daily contribution to the budget of the State Customs Committee of the Republic - is 230 thousand US dollars at an average. Each ruble spent on the maintenance of the customs authorities brought 14 times more to the country in the form of customs duties.

Information that, the Government adopted a plan of additional measures aimed at stabilizing the socio-economic situation in the republic on the eve of the meeting of the Board. In accordance with this document, the State Customs Committee intends to develop cooperation with the Federal Customs Service of Russia. The signing of the Memorandum of inter-agency cooperation – is in the long term.

As for the plans for the current year, then, according to Acting Chairman of the State Customs Committee Svetlana Klimenkova they are defined according to the priorities, outlined in the President and the State strategy of economic stability of PMR. The improvement of practices to reduce the time location of vehicles at checkpoints, increase the effectiveness of measures to combat false declaration, comprehensive measures to develop the customs infrastructure and technical equipment of the service is in the foreground. Improvement of customs legislation pays important role. The speaker of the parliament told about the necessity to intensify work in this direction.

The President called for constructive cooperation of all authorities. Yevgeny Shevchuk praised the performance of the customs authorities. Thanking staff for the efficient and conscientious performance of duty, he informed the participants that the very distinguished staff will be presented to the government awards.
