The Parliament Speaker Alexander Korshunov in the course of the traditional final press conference noted that the year was fruitful and quite successful in a number of areas. In 2019, 26 plenary meetings, 62 meetings of the Presidium of the Supreme Council were held. In 2019, 388 legislative initiatives were submitted to the parliament. 642 issues were considered, 240 laws were adopted.
The Law “On perpetuating the memory of those who died while protecting the Fatherland”, “On the unified state register of immovable objects of cultural heritage”, “On ratification of the agreement between the PMR Government and the Government of the Artsakh Republic”, “On the state list of small objects of privatization for 2019–2020” and the main Financial Law “On the Republican Budget for 2020”.
Alexander Korshunov noted in his speech that the Supreme Council in recent years has stood on the positions of a program-targeted approach to solving the tasks.
The Supreme Council in 2019 adopted a number of new state programs in directions. These are state targeted programs to support and develop entrepreneurship, tourism, the Equal Opportunities program, as well as the program for the preservation of immovable cultural heritage sites and the development strategy of PSU.
The state for the third year in a row has supported the development of IT technologies. The income tax rate for these enterprises is zero. At the same time, payroll taxes remain the same as for all legal entities. The results are already there. Over the past three years, the number of jobs in call centers has grown from 260 to 800. In 2020, support for industrial enterprises and the agricultural sector will continue. The Supreme Council adopted a number of strategic laws in terms of supporting investment activities and in terms of adjusting the tax burden on the manufacturing sector and the agribusiness sector. This work is aimed at ensuring that our enterprises and manufacturers can compete in foreign markets and increase industrial production. As a result, increase contributions to the budget of the republic.
Speaking about the budget for next year, Alexander Korshunov emphasized that the budget remains socially oriented. More than 70% of expenses are spent on socially protected articles. At the same time, according to the Parliament Speaker, a small but confident step has been taken towards the development budget.
