The Results of 2022: Report of the Ministry of Digital Development

The youngest department of Pridnestrovie reported on the work for the past year. The Ministry of Digital Development, Communications and Mass Media was formed at the end of December 2020 and combined the State Media Service and the State Communications Service.

Minister Sergei Babenko told the Government and the Supreme Council about how the information technology industry is developing, at what stage is the work on transferring to digital of the mechanisms of interaction between citizens, government agencies and business. Digital transformation in the republic in 2022 affected such areas as the economy, finance, healthcare, education, agriculture, Sergey Babenko noted in the report. He indicated that norms were developed on behalf of the President and enshrined at the legislative level, prohibiting state authorities and administrations, other state bodies from requesting documents from citizens and legal entities that are available in the GIS "Interdepartmental electronic document management".

The Minister of Digital Development spoke about the functioning of other state information systems, such as the Public Services Portal, Electronic Payments. Almost 14 thousand services in 2022 were ordered through the Portal, which is 11% more than in 2021. The population has the opportunity to quickly pay for public services and not confirm the fact of payment through "Electronic payments". The system automatically provides departments with this information from banks. 250 thermal printers were purchased to print checks with a QR code of payment, 211 of which are already in use, the minister said. There are 315 registered users in the system, who are government officials. 58.5 thousand invoices for a total amount of almost 5 million rubles passed through Electronic Payments from the moment the system was launched, from April to December last year.

The plans of the Ministry of Digital Development are to develop the Public Services Portal, move on to the creation of a mobile application, jointly with the Ministry of Health to create an information system "Electronic Health" and launch it in polyclinics of the republic. They plan together with the Ministry of Agriculture to create an information system in the field of state veterinary, sanitary and phytosanitary control. It is planned to launch the State Land Cadastre information system, design and install base ground satellite stations in the near future.

The Ministry of Digital Development actively cooperated with the Supreme Council last year, in particular, with the Committee on Education, Public Associations and Mass Media. Necessary work was carried out to improve the legislation.

The interaction of the Committee on Education, Public Associations and Mass Media with the Ministry of Digital Development will continue. Work is underway on the relevant draft laws that have been submitted to the Supreme Council for consideration.
