The Pridnestrovian Moldavian Soviet Socialist Republic was proclaimed within the USSR on September 2, 1990, in Tiraspol, in the building of the drama theater.
“Expressing the will of the multinational population of Pridnestrovie, expressed as a result of referendums and citizens’ assemblies” of 1989-1990, respecting and recognizing the rights to sovereignty and self-determination of all peoples, aware of the historical responsibility for the fate of the peoples of Pridnestrovie, who have their own historical culture and traditions and in order to create conditions to preserve the Moldovan nation, guided by Article 2 of the USSR Constitution, which established the sovereignty of the people, the Second Extraordinary Congress of People's Deputies of all levels of Pridnestrovie proclaimed the formation of the sovereign state of the Pridnestrovian Moldavian Soviet Socialist Republic as part of the renewed Union. It was created as a tool to protect people from discrimination by the Moldovan authorities. Chisinau adopted a language law that infringes on the rights of people. They split the Moldavian SSR, recognizing its creation as illegal then. MSSR was formed in 1940, uniting Bessarabia and Pridnestrovie, on whose territory in 1924–1940. MASSR existed. Pridnestrovians (97%) spoke in favor of restoring statehood in Pridnestrovie at the referendums.
The Presidium of the Supreme Council, consisting of 18 people, headed by the Chairman and his three deputies, was elected and the following appointments were made on September 3, 1990:
- Acting Chairman of the Council of Ministers;
- the acting Prosecutor of the Republic and his deputy;
- Acting Minister of Internal Affairs.
A parliamentary commission was created to establish economic ties, a commission to protect law and order and socialist legality, and work groups to assist the militia.
Igor Nikolaevich Smirnov, director of the Tiraspol Elektromash plant of union subordination, was elected Chairman of the Tiraspol City Council of People's Deputies in March 1990, and in June 1990 became Chairman of the Coordination Council for the Social and Economic Development of the Region.
Anna Zakharovna Volkova, Vitaly Ivanovich Glebov and Alexander Akimovich Karaman were elected Deputy Chairman of the Provisional Supreme Council of the PMSSR.
During the period of work of the Provisional Supreme Council and its Presidium from September 2 to November 20, 1990, 60 vital resolutions were adopted. The Supreme Council gave them legal force in connection with the proclamation of the formation of the Pridnestrovian Moldavian Soviet Socialist Republic on November 29, 1990.
Pridnestrovie has passed its path of formation and today the republic and its residents accept congratulations on the 33rd anniversary of its founding.
