The History of the Farmer from Mayak Village

20.02.2017

What conditions the peasant farms are in the country? Our conversation with a farmer from the village Mayak Grigoriopol district is about that. The history of Vladimir Romaniuk was largely indicative and instructive. Being retired, Vladimir Semenovich decided to work on the land to grow crops. Qualified as an agronomist in his youth the specialty became useful.

First, the farmer wrote a statement on the allocation of 20 hectares of land. So much was required by law for individual farmers. In 2013, he registered the peasant farm. In this case the decision on the allocation of land was awaited a year and a half. During this time, Vladimir Semenovich found companions, decided to expand the economy. In November 2015, the land finally was identified. The final decision was signed only next May: 50 hectares for 7 years.

2016 became the first working year for the farmer. There were jobs at the farm for the villagers, gathering the first harvest. There was no loss after the first year for the entrepreneur beginner, the farmer is convinced, "The earth is not bad. It is important to take care of it".

But problems appeared even before the land allocation. The farmer received a receipt for land tax payment. The Head knew that according to the law in the first year of the economy should be the privilege. Under the current law, in the first year it is one hundred percent in the second, farmers have to pay 50% tax on land, in the third - 25%. Nevertheless, Romanyuk paid the receipt in full. Later, the letters began to come every month, and with different amounts, from 25 thousand to 6 thousand rubles... The Head applied to the tax office, wanted to find out why the amount of a payment each month vary. They told there that is a mistake.

So far, the farmer figured out whether it is legitimate to demand money from him, the case turned out to be the in the Court of Arbitration. Desperate, agrarian asked for an explanation to the deputy of the Supreme Council of the District, the chairman of the parliamentary committee on the AIC Oleg Leontiev.

As it turned out, Grigoriopol farmer is not the only one who got into this situation. The Supreme Council has already received appeals from representatives of peasant farms that decisions on the allocation of land had to wait for many months or even several years, the land tax at the same time was required for payment without considering the benefits. Land users’ Appeals formed the basis of the legislative initiative of profile committee Parliamentarians. The Deputies supported the proposal - to charge the land tax and provide a benefit to it newly created peasant farms not from the date of registration, and since the allocation of land. February 8 amendments to the law "On Land" were adopted in the first reading.

But the dot was not put in the history of the farmer from Mayak village. February this year a meeting of the Arbitration Court took place. It made a decision not in favor of peasant farming. The entrepreneur decided to prepare an appeal against the court decision and appeal to the prosecutor.

Despite the problems, the desire to work on the land is not dried up, and this year the farmer is going to sow the field.

The farmer is convinced that if people have a job, then the state becomes richer.
