The IV convocation Youth Parliament plenary session was held in the building of the PMR Supreme Council On February 16. The Youth Parliament is an advisory body and its priority task is to stimulate the participation of young citizens in the development and implementation of the youth policy of our state.
The main topic of the agenda was voiced by the head of the Committee on Legislation and Protection of Youth Rights Andrei Chorba. He presented his colleagues with a draft on amending the law on the republican budget for 2023. This initiative was supported at its meeting by the Presidium of the Youth Parliament earlier. The initiative is aimed at eliminating inconsistencies in the laws on the budget for 2023 and on youth policy, which relate to the mechanism for implementing the municipal program for preferential housing loans. This situation arose earlier when, during the preparation of the draft on the republican budget for 2023, the wording did not fully comply with the law on youth policy: they specified the age of a young specialist and a young family, and two other conditions - “incomplete family” and if there are children, it does not matter how old is the family. The initiative will be sent to the Supreme Council.
The first legislative initiative, adopted as a law, appeared in the assets of the Youth Parliament of the IV convocation. Amendments and additions to the law on local self-government bodies were adopted by the Supreme Council and signed by the head of state on January 30, 2023. The law-in-draft was developed by the Youth Parliament and supported by the Chairman of the Supreme Council Alexander Korshunov, went through all stages of the legislative process and received the status of law. Chairman of the Committee on Legislation and Protection of Youth Rights Andrei Chorba congratulated his colleagues and thanked them for their work.
Several organizational issues were discussed in the course of the meeting. 8 seats have been vacated in the Youth Parliament, quotas in cities and districts will be announced later.
