Information on the activities of the Supreme Council during 2018

For the period 2018 (the fifth and sixth sessions), 28 plenary meetings and 65 meetings of the Presidium of the Supreme Council of the PMR were held in the Supreme Council of the Pridnestrovian Moldavian Republic.

During the reporting period, the Supreme Council considered 839 issues, on which 839 resolutions of the Supreme Council of the PMR were adopted and signed, 57 of them are non-normative.

The President of the Pridnestrovian Moldavian Republic signed and officially published 368 laws of the Pridnestrovian Moldavian Republic.

Of the adopted in 2018 by the Supreme Council of the Pridnestrovian Moldavian Republic of the VI convocation, there are a number of new (basic) laws:

- “On ratification of the Treaty on Friendship, Cooperation and Partnership between the Pridnestrovian Moldavian Republic and the Republic of Abkhazia”;

- “The State Program of Denationalization and Privatization in the Republic for 201–2019”;

- “On the development of information blockchain technologies in the PMR”;

- “On non-profit organizations”;

- “On state support of investment activity”;

- “On monthly compensation to certain categories of pensioners of the Pridnestrovian Moldavian Republic”;

- “On the social protection of children of war”;

- “On state support of engineering organizations in the PMR”;

- “Special tax regime - patent system of taxation”;

- “Special tax regime - simplified taxation system”;

- “Special tax regime - on self-employed persons”;

- “On procurement in the Pridnestrovian Moldavian Republic”;

- “On the promotion of entrepreneurial activity in certain territories of the Pridnestrovian Moldavian Republic”;

- “On the republican budget-2019”;

- “On the budget of the Unified State Social Insurance Fund of the PMR for 2019”.

The Law of the PMR “On the licensing system in the sphere of economic activity” was repealed.

The rest of adopted by the Supreme Council the laws make amendments and addendum to the current legislation.

 During the reporting period, the Supreme Council of the Pridnestrovian Moldavian Republic rejected 31 legislations. The authors of legislative initiatives recalled 70 legislative initiatives.

The Supreme Council considered 1 deputy request.

Guided by subparagraph c-1) of paragraph 1 of article 18 and paragraph 3 of article 58 of the Regulations of the Supreme Council of the Pridnestrovian Moldavian Republic, 13 legislative initiatives were returned to the authors of the legislative initiative.

10 official explanations were sent to the authors of the requests.

During the period of 2018, 455 legislative initiatives were submitted to the Supreme Council of the Pridnestrovian Moldavian Republic for consideration by the subjects of the right of legislative initiative.

During the reporting period, 1,745 people applied to the Supreme Council of the Pridnestrovian Moldavian Republic through the department for work with citizens' appeals and archival case, including:

- to deputies of the Supreme Council of the Pridnestrovian Moldavian Republic - 801;

- in the telephone mode - 295;

- left no written complaints - 49.

         The leadership of the Supreme Council of the Pridnestrovian Moldavian Republic considered 477 written appeals registered by the department for work with citizens and archives. As a result of consideration to committees of the Supreme Council of the Pridnestrovian Moldavian Republic and the Office of the Supreme Council, 485 instructions were sent, of which:

• to the Committee on Education, Science and Culture - 10,

• to the Committee on public associations, sports, information and youth policy - 8,

• to the Committee on State Regional Policy - 21,

• to the Committee on Legislation, Law Enforcement Agencies, Security, Defense, Peacekeeping, Protection of the Rights and Freedoms of Citizens - 255

• to the Committee on Agriculture, Transport, Construction, Natural Resources and Ecology - 41,

• in the Committee on Social Policy, Health, Labor, Family and Childhood - 48,

• to the Committee for the Development of Enterprise and Industry - 29,

• to the Committee on Economic Policy, Budget and Finance - 13,

• in the structural units of the Office of the Supreme Council of the Pridnestrovian Moldavian Republic - 60.

108 complaints on jurisdiction were sent to institutions and departments of the Pridnestrovian Moldavian Republic.

616 responses were sent to the applicants over the past period.

The Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic and his deputy held 16 receptions, during which 194 people were received.

During the reporting period, the working bodies of the Supreme Council of the Pridnestrovian Moldavian Republic held 168 meetings and considered 1,259 appeals from citizens.
