The Information Space is never empty

The round table "Problems of broadcasting on the territory of Pridnestrovie and the public media funding" took place at the public service of communications, information and media. It is noteworthy that its initiators were members of the parliamentary committee on public associations, sports, information and youth policy. The roundtable was also attended by the head of the Supreme Council Committee on Economic Policy, Budget and Finance Oleg Vasilaty, government representatives, leadership of the State Service of communication, information and mass-media, journalists, representatives of public organizations.

The main theme of the dialogue was the execution of state order of broadcasting, bringing information to the public. Participants of the meeting could not consider it in isolation from the capacious notion as information security of the state. All the anxiety of the situation is that the state has a large credit indebtedness to commercial organizations that have in their arsenal transmitters for the performance of the state order to bring the signal to users, viewers. As of January 1, 2015 debt to "Rubin" exceeded 5 million. This leads to difficulties in the current difficult economic situation in the broadcasting process, inability to perform assigned state functions by the operator.

Deputy Oleg Vasilaty asked many questions to representatives from the civil service to clarify this situation.

Currently, the state order for the broadcasting is performed by three operators - LLC "Rubin", CJSC "Interdnestrcom" and TV radio center "Mayak". The state does not have the appropriate technical capacity not to purchase the necessary equipment required amount from 1 to 2 million dollars in the current situation that is an astronomical figure. The root issue of the discussion was worded as follows: "From what sources to get the money to at least partially redeem the debt and to pay current payments?" But at the same time, all participants of the round table noted the importance of and the necessity for a positive solution of this issue for the sake of ensuring information security. Information space can’t stand vacuum, and this axiom was adopted as a guide to action in neighboring Moldova. This is especially concerns the region of Kamenka, Rybnitsa, Dubossary and Grigoriopol, where difficult to bring the signal to the consumer technically because of difficult landscape. Among the options of this issue the budgetary funds solving, the granting of preferences to operators, the request of Russia assistance, attracting private entities under public partnership, the more that appropriate legal framework already exists.

The second issue in the agenda of the round table concerning public media financing, and in particular Pridnestrovian state television and radio. The fact is that considering the draft budget for 2015 and the planning period of 2016-2017 the volume of planned funding PGTRK were reduced by 3 million rubles from the government initially estimated in the law-in-draft of the main financial document of the year. In this situation, the management of the company has to use corporate downsizing. Realizing the complexity of the situation, parliamentarians, however, noted that today all sectors of the economy, not only budgetary organizations but industrial enterprises and commercial structures face the same problems. In this difficult situation, everyone is looking for ways to optimize the personnel of the production process.
