Igor Buga, "The activities of NGOs should be transparent"

Public hearings were held at the site of the parliamentary committee on public associations, sports, information and youth policy. The main issue on the agenda was the activities of non-profit organizations. At the end of last year, the Supreme Council adopted amendments to a number of specialized laws. According to the proposed norms, NGOs that are not leading financial and economic activities will submit reports to tax and other authorities once a year.

In case that these organizations began to engage in financial activities during the year, they should file a report on the general grounds from the next month.

According to preliminary estimates, there are about three thousand public organizations in Pridnestrovie, most of which do not conduct financial and economic activities. The meeting that was held today was organized with a view to identifying the readiness of the executive bodies to implement the mechanism proposed by the parliamentarians. The public was able to ask parliamentarians and representatives of ministries and departments the issues that concern them. In particular, proposals were made to the authorities to agree on a single filing date.

According to Igor Buga, 2018 should be a decisive period in the issue of regulating the activities of public organizations. At the plenary meeting, which will be held on the 14th of February, parliamentarians will have to consider in the second, final reading a package of legislations, regulating the activities of NGOs.

The documents have a long history. Earlier: in the first reading, a package of legislations regulating the activities of NGOs was adopted four years ago by parliamentarians of the previous convocation. Deputies of the VI convocation did not agree with the concept proposed by their colleagues.

A lot of work was done under the auspices of the responsible parliamentary committee, several public hearings and workshops were held with the involvement of community workers. Legislators rejected the concept of "foreign agent". The concept of a "socially-oriented non-profit organization" was first formulated.
