About the foster families again

The president's legislative initiative, offering to pay for the work of citizens who have decided to take on the care of orphans, is considered by deputies of the Supreme Council long time. Earlier: it was proposed to introduce a monthly fee in the amount of the maximum salary of the educator boarding school foster parents, allowances for raising a disabled child were also provides.

Discussing the law-in-draft in the second reading mode earlier, parliamentarians opinion was divided. Its opponents suppose that financial incentives foster families - is manifestation of the juvenile justice system. The rejected law-in-draft was sent to the relevant committee for revision. During this time, representatives of relevant ministries have organized a round table, deputies of the Supreme Council wereinvited to participate in which, as well as foster parents and employees of the boarding schools. Parliamentarians returned at today plenary session to discuss the issue, but have not reached a consensus.

Noting that love should be at the heart of any family, but not material goods, the law-in-draftmreceived mixed assessment of the representatives of the Russian Orthodox Church. Among the opponents of the law-in-draft was Oleg Vasilaty, in his opinion, the proposal to introduce the material foundation of the institute of foster families carries a hidden danger.

As a result, 19 deputies voted in favor, 11 - against this law-in-draft. In this connection, the law-in-draft is rejected.
