State Duma deputies in the first reading adopted three government initiatives to extend the so-called amnesty of capital for another year - until March 1, 2020. This will be the third stage.

The first law-in-draft provides for extension until March 1, 2020 of the opportunity for individuals to voluntarily declare assets and accounts while retaining all guarantees established by law, subject to the repatriation of funds, state registration as part of the change of jurisdiction of foreign companies controlled by them in special administrative districts: in Kaliningrad region and Primorsky Krai. This is an indispensable condition for the third stage of the “amnesty” - the repatriation of the declarants' money and the registration of foreign companies under their control.

Another law-in-draft proposes extending to the participants of the third stage of the “amnesty of capital” guarantees of exemption from criminal responsibility for tax violations committed before January 1, 2019. Until January 1, 2019, citizens of the Russian Federation could liquidate controlled foreign companies and transfer funds to Russia, which were completely exempted from taxes.

Amnesty of Capital was held in Russia from July 1, 2015 to June 30, 2016 and from March 1, 2018 to February 28, 2019. Within its framework, one could voluntarily declare his property, assets (including those registered for nominal owners), foreign accounts and controlled foreign companies. The declarants were exempt from tax, administrative and criminal liability for evading tax and customs payments, failure to comply with the requirements of the legislation on currency regulation and currency control.

Project has been introduced that enshrines the shortened working day for women in the countryside. The authors of the legislative initiative were a group of deputies headed by the State Duma Chairman Vyacheslav Volodin.

There were numerous appeals of trade unions on this issue. The law-in-draft was introduced following a broad discussion and with unequivocal support of all parties.  

Pensions of participants of the Great Patriotic War will increase. The government initiative aimed at raising pensions for the participants of the Great Patriotic War was adopted in the third reading. According to Chairman of the Government Dmitry Medvedev, for the increase in military pensions for veterans - participants of the Great Patriotic War, who were part of the army, will be allocated an additional 1 billion rubles. These veterans pension will grow by 15-20%. The changes will take effect on May 1, 2019.
