According to the Russian deputies the humanization of criminal law will unload courts.

The deputy noted that the initiative of the Supreme Court regarding humanization of criminal legislation is urgently needed - one-third of the population has a criminal record. He recalled that the head of state Vladimir Putin requested to support the proposal in his annual address to the Federal Assembly December 3. The law-in-draft on the decriminalization affects including articles about the death threats, beatings, and refusal to pay alimony. However, humanization of legislation provided only if the offense is committed for the first time (beating) or once (death threats, use of false documents, failure to pay alimony). Thus, the first offense supposes administrative rather than criminal liability. According to the document, penalty in the amount of from 5 to 30 thousand rubles, or arrest for up to 15 days was proposed for beating (if they did not cause light damage). Fifty thousand rubles is the fine for death threats. The law-in-draft proposes punishment including a fine of twenty thousand rubles for refusal to pay alimony. In addition, they want to enter criminal liability for the theft of another's property only if the stolen amount exceeds five thousand.
