Victor Guzun supposes that fragmented steps and inconsistent, erroneous decisions by public administrative institutions were detrimental to the economy of Pridnestrovie:
"While Pridnestrovian exports to the Russian direction catastrophically small, limited import, and investors are leaving the country, actions and management decisions of our state should be based primarily on the support of businesses and the creation of an investment-attractive environment in which not only the domestic but also the foreign investor will be interested to invest in the economy of Pridnestrovie. After all, every business entity in the course of business pays a considerable share of taxes, due to which the budget is replenished, formed the budgetary system of the republic as a whole. Moreover, entrepreneurs, carrying out activities on their own risk, provide self-employment and create new jobs, thereby reducing the level of tension in the labor market and population migration.
Recently, however, a diametrically opposite pattern is observed in Pridnestrovie. The state is struggling with the private sector, often exclusively supporting the interests of state-owned enterprises. The question of "fate" of enterprises, privately-owned remains open, as they are positioned from the government in a negative light and are regarded as a kind of self-serving purpose of making money in difficult conditions.
In my view, the steps taken by the government, do not form a favorable business climate and stimulate the arrival of investors, but on the contrary, show a tendency to a general deterioration in the economic sphere. First of all we are talking about not weighted tariff policy, when private enterprises energy tariffs are set at a high level, and for the state - at minimum, by the conclusion of individual agreements. Ministries and departments are accepted regulations that impose additional duties, taxes offshore that after a certain period are canceled, as are declared illegal. Unfortunately, all this indicates a lack of stability, which is the main factor for the investor, which in her absence is not interested to invest in the Pridnestrovian economy. The consequence of such wrong management decisions by the government was the withdrawal of Russia's largest investor with venture.
It is also impossible to ignore the actions taken recently by the State related to the deliberate reduction in the purchasing power of our population. The decision to withhold part of the salaries and pensions at the citizens of Pridnestrovie, in fact, was the removal of the 30% of the economy of our republic, which led to a significant reduction in consumer demand of the population of the republic, which, not having sufficient financial resources to spend money only on the primary needs. Versions of these actions were different. And several times, at least, the argument changed. This resulted in a loss of business confidence in public administration and reflected an incorrect and inconsistent course, along the way which will not be of any business nor the economy of Pridnestrovie as a whole.
It is important to understand that one of the main objectives of public authorities - aware of the depth problems and do everything possible to the domestic investor, who still remained in Pridnestrovie, could function normally. I am convinced that the division of entrepreneurs, investors on the principle of "private - public", when the state - all, and private - nothing is very wrong and unjustified. If our country will leave the private investor, the unrecognized conditions, instability, lack of trust in other investors to us did not come to power. Striking example of the lack of investment attractiveness of Pridnestrovie is the last international investment forum, which showed that there is no queue of those wishing to invest in the development of the economy of our republic.
My opinion: Pridnestrovie should be interested in both foreign and domestic investors. We appreciate any entrepreneur, starting from the individual who provides himself and his family, and ending with the largest, containing thousands of workers and their families.
Fragmentary steps and inconsistent, erroneous decisions by public administrative institutions, the economic policy pursued in recent years proved to be detrimental to the economy of Pridnestrovie and, unfortunately, led to negative consequences that we see today".
