State support for Pridnestrovian families

Assistance in buying a home

The law “On State Support for Young Families in Acquisition of Housing” has been in force in Pridnestrovie since 2020. Certain categories of professionals working in the public sector and who have not reached the age of 36 can apply for a state subsidy. Families without children may qualify for a 10000 USD grant. If the family has 1 child it makes 12 thousand dollars. Families with two or more children receive 14000 USD. Income tax will not be charged on this amount. With a certificate in the amount of ten, twelve or fourteen thousand dollars, a young family applies to a bank, where they apply for a mortgage loan for 10 years in Pridnestrovian rubles. State support applies to single-parent families where there is a parent and a child. All the details are enshrined in the law.

 

Another type of state support is a preferential loan for young families, which is issued by city and district state administrations. A maximum of 100 thousand rubles - for the purchase of housing or building materials produced in the territory of the PMR. The loan term – 5 years, interest rate - 1% per annum. Conditions: one of the spouses has not reached the age of 36, and the age of the family must be less than 5 years.

 

Tax deductions

First-time home buyers receive a property tax deduction:

10 thousand minimum wages (104 thousand rubles) - for all taxpayers;

30 thousand minimum wages (312 thousand rubles) - for large families;

34 thousand minimum wages (353 thousand 600 rubles) - for young families.

This amount is not subject to income tax.

In addition, spouses who marry for the first time are provided with a tax deduction - 40 minimum wages for the first 3 years of marriage. The taxable base is reduced by the amount of the tax deduction.

Benefits and compensation

Families with many children have benefits for paying utility bills. Families raising 10 or more children are completely exempted from paying utility bills.

Children from large families can travel free of charge on public city transport, except for taxis.

 

Meals at school and kindergarten are free for children from large families and for children whose parents are disabled.

A 50% kindergarten food allowance is provided to children with a single parent (when the other parent is missing, deceased or deprived of parental rights).

 

A large family receives compensation from the state in the amount of 100 minimum wages (970 rubles) for each first-grade child. This money can be spent on school supplies.

Assistance in the form of stationery is received by families where the average income is less than the subsistence level. Such families receive stationery for the school in the amount of 24 minimum wages (232 rubles 80 kopecks)for each child under 18 years old.

 

Children from large families receive a 50% discount on tuition fees when receiving education for the first time on a contractual form of education in state organizations of primary vocational, secondary vocational and higher vocational education.

 

Maternity and child benefits

The following types of maternity and childhood benefits are paid in Pridnestrovie:

- A one-time allowance for women registered in medical institutions in the early stages (up to 12 weeks) of pregnancy is paid in the amount of 25 minimum wages (242 rubles 50 kopecks).

– The maternity benefit is set in the amount of the average earnings (income) of an insured working woman. For individual entrepreneurs - this is 170 registered (1649 rubles). The benefit is paid for the period of maternity leave of 70 (in case of multiple pregnancy - 84) calendar days before childbirth and 70 (in case of complicated childbirth - 86, in case of birth of 2 or more children - 110) calendar days after childbirth.

When adopting a child under the age of 3 months, maternity allowance is paid for the period from the date of its adoption (according to court decision) and until the expiration of 76 calendar days (in case of simultaneous adoption of two or more children - 110 calendar days) from the date the birth of a child(ren).

– One-time allowance at the birth (adoption) of a child for working citizens from February 1, 2023 is:

for the first child - 242 minimum wages (2,347 rubles 40 kopecks), with an increase in this amount of benefits by 3346.20 rubles, a total of 5693 rubles 60 kopecks,

for the second and subsequent children - 242 minimum wages (2347 rubles 40 kopecks), with an increase in this amount of benefits by 4006.20 rubles, a total of 6353 rubles 60 kopecks.

– Monthly child care allowance until the child reaches the age of 2 years. From February 1, 2023, its size is 121 minimum wages (1173 rubles 70 kopecks).

A monthly allowance for caring for a child until he reaches the age of 2 years is paid in the amount of 88 minimum wages (853 rubles 60 kopecks) for those who are not working or not studying, as well as those who study part-time in vocational education organizations.

– Monthly child benefit is paid to low-income families where the average income is less than 100% of the subsistence level. The amount of 34.10 minimum wages (330 rubles 77 kopecks) has been established from February 1, 2023.
