The Supreme Council adopted the law “On State Support for Young Families in Acquisition of Housing” in February 2020. According to the law, the state provides young families with a subsidy for full or partial payment of a loan to purchase their own housing. At the same time, age limit is set for a young family – at least one of the spouses must be no older than 35 years. However, there are cases when young families do not have time to complete the necessary documents in due time in practice.
Law-in-draft was developed in order to regulate the mechanism for providing state subsidies. Its authors were a group of deputies of the Supreme Council - Sergei Pisarenko, Igor Yarych, Oleg Baev, Ivan Nedelkov and Oleg Leontiev.
The initiative provides that a citizen who has not reached the age of 36 on the day of application can be a recipient of a state subsidy.
The right to a state subsidy will be given to young families, one of whose members is provided with housing, with an area of less than 12 square meters per person. The category of recipients of state subsidies was also expanded.
The deputies supported the law-in-draft in the second final reading. It will come into force on the 1st of January, 2023.
