The City Ruins

27.05.2022

The building of the old river station on the Bendery embankment has not adorned the city landscape for a long time, although the embankment itself is gradually changing. However, the city authorities cannot start repairs and put the building in order. The river station has been privately owned for 18 years. Privatization did not provide for any investment obligations for the new owner.

The old building today is a serious danger to the life and health of others, local authorities are sure. Panoramic glazing has long fallen into disrepair, the doors have been removed from their hinges, but the state administration does not even have the right to enclose these ruins.

Currently, the case of the old building of the river station is in court. The State Supervision Service is arranging for full glazing of the building and tidying up the walls of the river station from the side of the terrace. For violating the rules for the improvement of the city, the owner was fined - about 400 rubles.

Local authorities are unable to solve the problems of abandoned non-residential buildings on their own - there is no legislative framework. So it turns out that the main way to resolve this issue is to negotiate with the owner, who for various reasons does not put his property in order. However, there are positive examples in Bendery. When the owner makes contact. The chairman of the city council cites an old vegetable shop as an example.

There is only one positive example in Bendery. Although the city even created a whole register of such non-residential buildings. There are more than fifty of them on the list. But it is impossible to resolve the issue of at least one of them without the participation of the owner. What to do if the owner has been gone for a long time or he does not want to deal with such an object. The deputies of the Supreme Council are looking for legislative ways to solve this problem. A special working group was created in the Supreme Council.

The situation with the owners of such emergency property is ambiguous. Some left, some died and left buildings as a legacy. There are cases when the owner cannot or does not want to invest in the repair of the object. Parliamentarians consider that their withdrawal is possible, but strictly by court order.
