The law of the Pridnestrovian Moldavian Republic “On the social protection of disabled people and their families” appeared in the legal framework of the republic in 1993, at the initial stage of the formation of the republic. After the new law “On the social protection of persons with disabilities” was adopted in 2006, the former one ceased. The successor provided social guarantees to people with disabilities: social assistance, education, employment. Time has made its own amendments to the law. The announcement of 2018 as the Year of Equal Opportunities was one of the reasons for improving the law “On Social Protection of Disabled Persons”. In April of this year, the Supreme Council adopted amendments to the Law, according to which discrimination on the grounds of disability is not allowed in Pridnestrovie, that is, violation of the rights, freedoms and legitimate interests of this category of citizens.
Another change adopted by the legislature in May 2018 concerns the provision of benefits to people with disabilities. If earlier the law of the PMR “On Social Protection of Disabled Persons” was applied to persons who permanently live and have a permanent residence permit in the territory of the PMR; place of stay also for a period of one year.
In addition, Pridnestrovie in 2018 joined the Convention on the Rights of Persons with Disabilities. The decree on recognition of the law in the territory of the republic as its framework was adopted by the Parliament. The Convention aims to ensure the full participation of persons with disabilities in civil, political, economic, social and cultural life of society, the elimination of discrimination on the basis of disability.
