The Head of the CEC admitted to State Secret

In March 2015 according to the order of the President the Chairman of the Central Election Commission was excluded from the list of persons having access to state secrets. Chairman of the parliamentary committee on legislation Galina Antyufeeva pointed to the frequency with which the head of state makes changes with this sphere of legislation.

According to deputies, the president's decree does not allow the head of the Central Election Commission to fully perform duties. As an example the parliamentarians brought the situation in the past, in November last year, the election of deputies of all levels: the list this category of voters not provided to the CEC as soldiers, in connection with which the CEC had difficulties associated with the formation of voter lists.

This was caused by the need for the law-in-draft, proposed to supplement the list of persons having access to state secrets, the chairman of the CEC. The corresponding changes in the legal framework have been made by the Supreme Council 7 September. However, the president rejected the new law. Parliamentarians associated presidential veto with political overtones. Parliamentarians worry that at a time when the chairman of the Central Election Commission (head of the state body) was not allowed to state secrets, including persons who have access to it, were the heads of commercial organizations, in particular, the "The Energocapital" intermediary company.

After lengthy discussions, the parliamentarians have overcome a presidential veto. The law was passed in the previous version and re-sent for signature to the President.
