Galina Antyufeeva, “It is necessary to carry out explanatory work”

17.05.2023

The deputies discussed in the course of the plenary session the law-in-draft of the President on increasing the fine for unfastened seat belt in a car. The PMR President proposed to write in the Code of Administrative Offenses not 2 minimum wages (36 rubles 80 kopecks) as it is now, but 10 minimum wages (184 rubles) in order to improve road safety. According to parliamentarians, a seat belt reduces the risk of injury in an accident, it is necessary, but the relevant Committee focuses on the need to strengthen the explanatory work of traffic militia officers with drivers.

When discussing the law-in-draft, the deputies asked clarifying questions about the application of penalties: you need to buckle up only in front of those sitting in the back seat, and who will be responsible – the driver or also the passengers, and similar questions. They spoke "for" and "against". The initiative to amend the Code of Administrative Offenses gained the required number of votes during the voting and was adopted in the first reading. Secondly, the profile committee will work out the amount of the fine so that it is not as strict as the PMR President suggested.

For example, the Committee deputies will discuss the proposal of their colleagues to increase the fine for an unfastened seat belt for drivers only in case of driving along the highway, and not within the city or other settlement.
