Quiet, working rhythm of the plenary session was violated by the speech of the Prosecutor of PMR Anatoly Guretsky. He made a presentation about the deprivation of the former head of state Yevgeny Shevchuk immunity. In accordance with the law, only the Supreme Council can do this. After this, investigative and procedural actions in the framework of the initiated criminal case can begin against him.
As the speaker of the parliament Alexander Shcherba informed the participants of the plenary session, the day before the former president was handed over an official invitation to take part in today's plenary session. This is evidenced by his own handwritten signature in a special register. However, as it turned out later, Evgeny Shevchuk crossed the Dniester River on a boat this night, he did not attend today's plenary meeting. Nevertheless, the deputies decided to consider prosecutorial representations in the absence of their main defendant.
In the first submission, there were only five of them, the former head of state was charged with excess of authority in the formation and expenditure of the Stabilization Fund. The relevant criminal case was opened by the Investigative Committee December 27, 2016. In occupying the highest public office, Evgeny Shevchuk, 5 May 2012, as an individual, established a non-profit organization "PMR Stabilization Fund", although he did not have the right under existing legal norms (the sole founder ). The budget and the Unified State Social Insurance Fund did not receive 82.9 million rubles. This is more than 10 thousand MW, which is qualified by legislation as a particularly large size. The money to the Stabilization Fund came from state-owned enterprises of natural monopolies (gas, electricity, water, heat), but was spent by order of the head of the fund (the same President of PMR) Evgeny Shevchuk. In legal language, this sounds like "money was sent to third parties". The decision on this issue of the agenda was taken by a qualified number of votes of the deputies. As a result, 35 parliamentarians (one against) voted to adopt a resolution of the Supreme Council on giving consent to the deprivation of the former head of state Yevgeny Shevchuk immunity, the initiation of investigative and procedural actions against him in the framework of the criminal case.
