Pre-session discussion

27.05.2015

Members of the “Obnovlenie” faction discussed the most important and controversial legislations of the agenda of today's plenary session. Among them, there is a proposal of Sergei Cheban enrolling amount of paid fines for a number of offenses in the local budgets and to direct these funds for the maintenance of social and cultural sphere and landscaping of the village where the wrongful act was committed (currently most of the fines shall be credited to the national budget). Supporting the idea as such, members noted that this point should be reflected in the main financial document, rather than in the Administrative Code, to make changes that were proposed by the author of the law-in-draft.

The anti-crisis initiative unreservedly supported by colleagues parliamentarians – members of the “Obnovlenie” faction Alexander Korshunov and Peter Pasat. The law-in-draft "On additional measures aimed at stabilizing the economy PMR" relevant committee recommended the adoption in the first reading. From the subjects of legislative initiative received the amendments designed to improve this important document.

Participants of the meeting are solidary with faction Grigory Dyachenko, proposing to fix the upper limit of rent for the land. He considers that the maximum point must be equal to three times the land tax. The initiative appeared as a result of the analysis of numerous complaints of citizens, provoked by the lack of a unified mechanism for determining the amount of rent for the land.

The agenda of the plenary session also included a draft resolution on the appeal of the Supreme Council to the President with respect to the suspension of subparagraph presidential decree providing for a June 1, 2015 introduction of compulsory insurance of civil liability of owners of vehicles registered in the territory of Pridnestrovie. Members of the faction consider that the question should be regulated by the introduction at the legislative level.
