Traditionally, on the eve of the plenary session, members of “The Obnovlenie” (Renewal) parliamentary faction gathered to discuss the most significant legislations. Of course, one of these documents is the law-in-draft "On the Republican Budget 2017". The Government has prepared a number of amendments to the basic financial law of the year. As the head of the Ministry of Finance, Irina Molokanova, who was invited to the meeting of the faction, their main task is the balance of the budget on socially protected articles. It managed to be carried out - a number of sources were found to pay off the deficit. Irina Molokanova explained to legislators, at the expense of which sources socially protected articles will be financed. Their number in 2017 is proposed to increase.

In this regard, it is planned to increase transfers for local budgets. It is proposed to make contributions to the republican budget from payments to the Environmental Fund at a rate of 20%, to the Road Fund - at a rate of 30%. In addition, it is proposed to send to the socially protected articles the amount of 50% of the tax on the maintenance of the housing and social sphere. This proposal has become one of the most controversial.

There are not enough funds to solve all the problems, so it's impossible to do without external borrowing, the Finance Minister noted. She also talked about plans.

Irina Molokanova answered the questions. Many topics sparked discussion at a meeting of the faction. Apparently, it will be continued at the plenary session, during which lawmakers plan to adopt the law-in-draft "On the republican budget for 2017" in the first reading. The second reading is scheduled for June 14. The legislature has already received more than 80 amendments.
