Amendments to the 2017 budget and the draft of a new law "On non-profit organizations" were discussed by “The Obnovlenie” (Renewal) faction

13.06.2017

Members of “The Obnovlenie” (Renewal) parliamentary faction on the eve of the next plenary session of the Supreme Council considered a number of legislations, the agenda included. One of the main issues is the draft budget of the republic for the current year, which the deputies are to adopt in the second reading. Among several dozens of amendments is the recommendatory norm, which provides for the possibility of enterprises making advance payments for income tax. This idea belongs to the government. The government supposes that business entities (we are talking about large-scale production) could make an advance payment of not less than 50% of the tax payment before the 10th day of each month, which would have a positive effect on the budget.

Member of the faction, chairman of the parliamentary committee on economic policy, budget and finance Alexander Korshunov said that the committee supports the proposal.

Another controversial issue discussed by the members of the faction is the law-in-draft "On Non-Commercial Organizations", which deals with ensuring the security of the state. Igor Buga, Chairman of the Committee on Public Associations, Sport, Information and Youth Policy, presenting the project, said that it was created on the basis of a similar Russian law, under which foreign agents are obligated to recognize organizations that are financed from abroad, with the exception of NGOs working in the sphere of health, culture, science, art, social protection. Most members of the faction considered the law too harsh. Deputy Mikhail Burla noted, several years ago, the Russian Foundation "The Center for Strategic Research" worked in Pridnestrovie, which made Strategy-2025 - a document on the principles of development of Pridnestrovie, on the way to international recognition of the republic through recognition of its achievements in the economy and social sphere. According to the logic of the law-in-draft, such a Russian research organization should be recognized as a foreign agent.

The document was decided to be finalized and considered later.
