Fierce argument

18.04.2018

To reach compromise on controversial legislations. This task was set by members of the parliamentary faction "The Obnovlenie" (Renewal) during the next meeting. By the way, it has never been more representative: the leadership of the Supreme Council, three vice-premiers: Tatyana Kirova, Alexei Tsurkan and Stanislav Kasap, Health Minister Andrey Guranda, PRB Chairman Vladislav Tidva, the head of the city administration, Oleg Dovgopol, chairmen of the Soviets of People's Deputies of Tiraspol and Slobodzeya district Albina Ivanova and Vasily Chernobay.

A factional discussion began from the topic of splitting funds between the republican and local budgets in which some rules of the current law on the republican budget were amended. As all the cities and regions of the republic, unfortunately, subsidized from the republic treasury, transfers are allocated for the regions to fulfill social obligations to citizens on socially protected articles. This, first of all, wages of workers in the public sector. According to the results of the first quarter, the revenues of the capital were somewhat higher than planned. Naturally, the city authorities would like to leave it at their disposal and use it for their intended purpose. However, the republican authorities suppose that the amount received in excess of the income plan for the capital should be reduced transfers. The arguments of both sides were convincing. Representatives of local authorities spoke about their lack of motivation to receive additional income, the republican ones - about the difficulties with filling the revenue side of the budget and the necessity of compulsory execution of its socially protected articles. It was very difficult in such an ambiguous situation for the deputies to act as arbitrators in the dispute.

The majority of the faction members still considered the redistribution of the yet-received "virtual" funds proposed by the government premature.

The parliamentarian Igor Buga reminded representatives of the government and his faction colleagues that this topic was raised in the course of the report of the Moscow mayor to the head of state with the participation of the Supreme Council deputies from Tiraspol.

The final decision on this issue is to be taken during the plenary session.

The deputies of the faction supported the government law-in-draft, according to which the parents and widows of the disabled, defenders of Pridnestrovie, as well as those who participated in conflicts in the territories of other states, will have the right to receive two pensions. The initiative was born after meeting of the public with Chairman of the Gomernment Alexander Martynov. It is planned that 5.3 million rubles will be necessary annually for these payments. According to calculations, more than 100 people will have the right to receive two pensions.

In the course of the meeting, the members of the faction once again discussed amendments to the package of legislations concerning state support for investment activities. This time the subject of discussion was the possibility of granting potential investors investment grants from the budget and freeing them from the mandatory sale of foreign exchange earnings. In these questions, the views of the members of the faction also differed. Some of them supported an increase in measures to attract investment, others insisted that they were sufficient in the version of the already adopted legislations by the Supreme Council in the first reading. The decision, as always, is up to deputies.
