The meeting of "The Obnovlenie" faction traditionally anticipated the session work. Parliamentarians discussed the most important legislations and initiatives, causing a large number of issues. They talked that parliament receive in an infinite series documents in regime of legislative necessity. Their special status does not allow to conduct systematic legislative work. First, "ordinary" initiative go by the wayside, secondly, the time for consideration of "regime" unreasonably limited, which does not allow to fully finalize and elaborate documents.
Among the presidential initiatives there is a new edition of the Law "On the Central Bank of PMR". Deputies have a question to the author's edition, but they intend to support the law-in-draft in the first reading, preparing the set of amendments to it. It needs to be expanded and supported in the initial phase of the antimonopoly package of initiatives in a long term.
With regard to the new draft Tax Code, involving the transition to the so-called classical tax system, based on VAT, the parliamentarians insist that such reforms are not carried out at once, and therefore, a priori, the relevant legislations should not be provided for consideration to the regime of legislative necessity. Members of "The Obnovlenie" are in favor of the extension of the document review, especially since the introduction of the new standards expected by January 1, 2018. Deputies consided that with such lag time , it is advisable, as a minimum, to hold public hearings.
