Parliamentarians considered amendments to the law "On the Fund of the State Reserve in the PMR". The authors of the law-in-draft are deputies Victor Guzun, Oleg Leontiev, Vadim Doni. The developers consider the important task of the state not only to eliminate the administrative barriers, but also to provide financial support to those who want to develop their business. This task is assigned to the State Reserve Fund.

As one of the developers of the law-in-draft Viktor Gozun noted, concessional loans for the development of entrepreneurship and agribusiness were already issued from 2008 to 2011 from the funds of Russian humanitarian aid. 514 million Russian rubles were sent to these purposes. Large land users were able to purchase new equipment, upgrade the fleet, and build gardens for the period of the program.

Today the fund has 141 million Russian rubles. By a decision of the previous management, these funds were on the accounts of ZAO "Pridnestrovsky Sberbank". Victor Guzun is sure, it is necessary to return money to the fund and continue the practice of granting preferential loans to the subjects of the agro-industrial complex and small business.

According to the developers' plan, concessional lending will affect beginners and existing entrepreneurs. Businessmen of the first category will be able to receive up to 10 thousand dollars at 6% per annum, subject to investing 10% of their own funds in the business. The expected period is two years.

For those wishing to develop the current production, the maximum loan size will be 50 thousand dollars. The interest rate is 6% per annum for up to three years. In this case, the entrepreneur must invest 20% of his own funds in the business. All loans will be issued by the Fund on a competitive basis.

The deputies adopted the law-in-draft in the first reading. Earlier, the President expressed his position. Vadim Krasnoselsky supported the idea of ​​legislators, noting that the state should support those who have ideas and who want to try themselves in business.
