The legislative initiative to amend the existing provisions of the law “On Customs Rates” was made by the deputy Anatoly Dirun. It provides for an extension for further three-year transition period for the introduction of restrictions on the import of vehicles older than 10 years to Pridnestrovie.
Let’s look at the past to understand the motivation of making such decisions. September 26, 2008 the Supreme Council banned the import into the country and customs clearance of vehicles, older than ten years by amendments to the law "On Customs Tariff" dated January 1, 2011. However, people’s deputies of the 4th convocation provided transitional administration of this legal standard: the right to import vehicles whose age does not exceed 15 years was granted from 1 January 2009 to 31 December 2009, and 14 years - from 1 January 2010 to 31 December 2013. After this period, at the end of 2013, it was extended by parliamentarians for 2014
The situation is repeating now. There is full sense of deja vu when this issue was discussed in the course of this week's plenary session, the impression that the debate between the executive authorities and parliamentarians about the import of second hand cars did not stop.
Arguments of Boris Panko Deputy Chairman of State Customs Committee the official representative of the government in dealing with this issue were traditional: there are more strict restrictions on the import of cars in the neighboring countries (Moldova - not older than 7 years, Ukraine - not older than 8 years); technical condition of vehicles older than 10 years is worse, and for this reason they are more likely to be involved in road accidents, thereby reducing the level of safety; emissions of old cars pollute the environment; there is a problem with the disposal of cars in the republic (recycling fee is not charged when importation, as in other states).
Lawmakers decided to stop debates by voting in the end. 24 people voted for the adoption of legislative initiative of Anatoly Dirun, 7 - against. This decision extended the transitional period for the introduction of restrictions on the importation of vehicles over 10 years to the republic for one year. Thus, prior to January 1, 2016 the citizens can still import vehicles not older than 14 years.
