Whether the Unified National Exam is Objective Assessment of the Knowledge?

17.12.2014

Can we consider the UNE as an objective assessment of knowledge of graduates - this question was discussed by leadership of the Supreme Council and the Ministry of Education, Parliamentarians, Representatives of Department of Public Education and educational organizations of towns and regions, educational and parent community at parliamentary hearings. The reason for the frank discussion was the proposal of deputies of the Parliamentary Committee on Education, Science and Culture Vladimir Bodnar and Oleg Khorzjan to make amendments and addendum to some legislative acts of PMR. The authors propose to eliminate the exam as the only form of state final evaluation of students, as well as to exclude it from the rules relating to admission to the organization of higher education, replacing the more general term “admission test”.

"The ideology of our initiative is to distinguish between the concept of the exam as the form of knowledge test and graduate school entrance exam to higher professional education”, - said the head of the parliamentary committee Vladimir Bodnar.

The law-in-draft proposes to evaluate the results of the state final examination marks in five-grade scale.

“School-leaving certificate must receive those who passed, for example, a chemistry exam unsatisfactory. Graduates who want to link their professional activity with sport, and not with medicine, not useful to a good knowledge of the subject” - expressed the view Vladimir Bodnar. He noted that similar standards prescribed in the Code on education of the Republic of Belarus.

In turn, the Minister of Education, Svetlana Fadeeva emphasized that the intention to adapt Pridnestrovian education system to the Russian requirements was enshrined in order to create a unified educational space. In this regard, the concept of the law-in-draft developed by deputies of parliamentary committee is contrary to the exchange rate at harmonization.

Chairman of the parliamentary committee Vladimir Bodnar, addressing the participants of the hearings, proposed to send to the Supreme Council of the comments to the law-in-draft. In the course of the committee meeting, which will take place next Tuesday, deputies plan to analyze and summarize the proposals and take decision on the law-in-draft. All interested persons, as well as visitors of the official website of the Supreme Council are invited to the dialogue on this pressing question.
