Efimy Koval, ”Agro complex cannot develop without program"

04.03.2016

The head of the Parliamentary Committee on Agriculture Efimy Koval for many years has been an indispensable and perhaps the most active participant in the final board, which at the beginning of each year are held in the Ministry of Agriculture and Natural Resources. In the past, for example, he wished Minister Andrei Kirsta "longer lead the Office for systematic work on the development of agro-industrial complex of the republic". But a poor fist of it was maded, at the beginning of this year, the president appoints the head of his administration Rybnitsa district, and deputy Minister Svetlana Timotina reports to the interim board.

Taking into consideration voiced data, it can be concluded that we have good things in crop production - increased the average yield and the gross grain harvest. For example, wheat over the past few years, we provide ourselves with a vengeance, but there was a shortage of maize and vegetables in the last year. The "step-daughters" of APC couple walking horticulture and gardening. This is a very expensive industry, requiring large investments, and who is able to have them? The question is rhetorical. Very bad last year things were in the processing industry. Reducing the demand for process industries products, various kinds of barriers erected on its way to foreign markets, the devaluation of national currencies of our major suppliers have led to the fact that cans were produced only 25% of the level of 2014 in 2015.

Too high tariffs for irrigation (2 rubles 47 kopecks per cubic meter) led to the fact that even those landlords who built at a network of drip irrigation, invested in water projects considerable resources, not watered their land in full, as irrigation has become really expensive. But it is a necessity in the zone of risky agriculture, in which Pridnestrovie is located. However, this year they came to senses and reduced the tariffs for water for irrigation.

Efimy Koval at the end of his speech said that members of the parliamentary Committee on Agriculture prepared a legislative initiative to tighten the requirements to pay land users share acquisition until the withdrawal of the land plot. This problem is very urgent, considering that as of 1 January 2016 arrears of mutual collection is about 9 million.
