The Supreme Council deputies proposed to introduce liability for failure to provide a product or service to a consumer for reasons related to his state of health, disability or age. A similar rule applies to Russian legislation. Administrative responsibility in the Russian Federation has been in effect for over a year. Amendments to the Russian Code of Administrative Offenses were made due to the increasing frequency of discriminatory cases. People with disabilities were not sold air tickets and were forbidden to be in cafes and shops.
The amendment of the Code of Administrative Offenses will better protect, in particular, the rights of disabled people and the elderly. A number of exceptions are provided for in which a person with disabilities can be denied, for example, in access to attractions, or a minor in the sale of alcoholic beverages, cigarettes, nicotine-containing mixtures and other goods.
The Supreme Council adopted the law-in-draft on amending the Code of Administrative Offenses in the first reading. The relevant committee on legislation will prepare the document for consideration in the second reading.
