The Road Question

Amendments to the law "On the Road Fund of PMR" were presented by the Deputy Minister of Industry and Regional Development Ivan Untu. Adoption of the law on the budget does not always coincide with the beginning of the fiscal year. However, financing of the road sector is possible only after the adoption of the road development program. The drafters of the law-in-draft propose to allow the execution of works on winter maintenance of roads without approved programs on a monthly basis in the amount of not more than 1/12 of the amount spent for these purposes last year. State administrations of cities and districts will conduct tenders for the implementation of road works on the recommendation of the relevant ministry. Earlier there was a practice in the republic when, in case that the road program was not approved, the repair work was financed by the profits of road companies. The proposed norm will allow timely financing of the road industry of the republic.

Another issue on the road topic was discussed during the plenary session. The rule in the current legislation is that cars with tinted frontal and side windows are prohibited. The lawmakers have repeatedly been approached by motorists who faced a number of inconveniences. In this regard, the author of the law-in-draft, a deputy of the Supreme Council Alexander Korshunov proposes to allow toning of the front and side windows.
