Addition to the law “On procurement in the Pridnestrovian Moldavian Republic”

The law-in-draft, which will simplify the procedure for purchasing books for libraries, was supported by the parliamentary corps today in the first reading. The Youth Parliament under the Supreme Council of the Pridnestrovian Moldavian Republic took part in the development of the legislative initiative.

Young parliamentarians discussed the difficulties faced by centralized library systems of cities and regions when purchasing literature to update the book collection in May in the course of one of their plenary sessions. The fact is that there are not very many bookselling organizations operating in the Pridnestrovian market. The small assortment does not allow purchasing all types of necessary book products from one supplier. Difficulties arise with the acquisition and delivery of books from other countries. It is difficult to import a large number of books at once.

It is not possible to purchase books through small purchases. The reason is the low overall funding limits for libraries. As a rule, 30% of the small purchase limit is spent on the purchase of stationery, household chemicals and other consumables.

A paradoxical situation arises when libraries have money to update literature, but there is no opportunity to update it, according to deputies of the Youth Parliament.

Young parliamentarians after discussing the current situation came to the conclusion that the problem needs to be solved at the level of law. However, it was decided to turn to the deputies of the Supreme Council for help due to the fact that the deputies of the Youth Parliament do not have the right of legislative initiative.

The initiative of young parliamentarians was supported by deputies of the Committee on Regional Policy and Housing and Communal Services Ruslan Gareev and Anton Onufrienko. Parliamentarians developed a corresponding draft law and sent it to the relevant Committee, which today submitted the legislation for consideration by the deputy corps in the first reading.

It is proposed to supplement the law “On procurement in the Pridnestrovian Moldavian Republic” with a norm that will allow libraries to purchase book publications on an exclusive basis without using competitive methods to determine suppliers.

The initiative to introduce the amendment was unanimously supported by deputies in the first reading. Work on the law-in-draft will continue.
