Legal Status to Dnestrovsk

Deputies of the Supreme Council considered a package of four legislative initiatives fixing the legal status of the satellite city. The developer of the legislations was a deputy who represents the interests of residents of the city of Dnestrovsk in the Supreme Council, Victor Guzun. Voters have repeatedly addressed the deputy on this issue.

Today the legal status of the city of Dnestrovsk is determined by the decree of the President dated April 6, 2010. According to this legal act, Dnestrovsk, which is part of the administrative-territorial unit of the city of Tiraspol, is classified as a "satellite city" in its composition. However, this rule was not fixed at the legislative level. This caused a lot of difficulties, the main one of which concerns budget financing.

The situation when the budgets of the capital and Dnestrovsk were combined, led to the fact that the problems of Dnestrovsk were resolved on a residual basis. The legislator noted that after the privatization the city-forming enterprise - Moldavskaya GRES - it significantly reduced the financing of Dnestrovsk infrastructure. The deputy gave an eloquent example: the city did not have enough money to pay for street lighting.

The budgets of the two cities have been divided for three years. The right to approve the local budget of the satellite city belongs to the local Council of People's Deputies. This, according to representatives of local authorities, allows more efficient use of budgetary funds. Last year, the city managed to make significant repairs. A part of the social facilities as well as the entrances of apartment buildings have been repaired. Legislative consolidation of this mechanism will positively affect the appearance of the city.

According to Viktor Guzun, the adoption of legislations that consolidate the legal status of the satellite city will give an impetus to the development of local self-government and the city of Dnestrovsk in general.

Earlier, the package of legislations was supported by deputies of the Committee for State Regional Policy. The deputy corps agreed with the opinion of colleagues. The legislations are adopted in the first reading.
