On June 11, the Supreme Council adopted in the final reading the law-in-draft of the President, the provisions of which will tighten administrative liability for drivers who drive a vehicle with a knowingly faulty exhaust system. The official representative of the Ministry of Internal Affairs Radion Chebotar, when considering the law-in-draft in the first reading on June 4, noted that motorcyclists and car enthusiasts can specifically change resonators after a technical inspection to create excessive volume, and this causes inconvenience to city residents. The PMR President proposed introducing a fine of 10 to 15 minimum wages (184 - 276 rubles) for such violators. The deputies supported the concept of the law-in-draft in the first reading.
The relevant Committee on Legislation, Protection of Citizens' Rights and Freedoms has prepared for the second reading the amendments concerning the exclusion of the so-called "range" of fines for the absence of a technical inspection. It is stated in this part of the law that traffic militia inspectors will not be able to issue fines several times within 24 hours for failure to pass a technical inspection. The Committee's amendment is aimed at eliminating the possibility of being brought to administrative responsibility twice for the same offense. The adopted amendments to the Code of Administrative Offenses will come into force 14 days after the day of official publication.
