The law-in-draft “On Amendments to the PMR Law “On Additional Guarantees for the Social Protection of Orphans and Children Left without Parental Care” was considered in the course of the plenary session. 1188 orphans are on the waiting list for housing as of January 1, 2022.
According to the law-in-draft, state administrations of cities and regions will have to pay monthly compensation to orphans for commercial rental housing, if it is not possible to provide graduates of boarding schools with a separate apartment or temporary hostel, as required by law.
The deputies during the discussion of the law-in-draft had questions about why today the state administrations do not reimburse orphans for the cost of renting housing. The representative of the Ministry of Social Protection noted that state administrations can carry out commercial hiring according to the law. However, due to the fact that the mechanism is not prescribed, in practice this rule does not work. The deputies asked how the compensation will be paid. All expenses are borne by local budgets, the Deputy Minister of the Ministry of Social Protection noted, and state administrations will clarify and adjust the total amount of expenses when forming the republican budget for the next year. The new measures are expected to come into effect on January 1, 2023.
The Head of the relevant committee Sergei Cheban emphasized that all the opinions and amendments expressed will be taken into account when preparing the law-in-draft for the second reading.
