Pridnestrovian State University is holding the International Scientific and Practical Conference “Yakovlev Readings” for the 10th time. The university teachers make presentations in memory of the first rector of PSU, founder of the Faculty of Law, Vasily Nikitovich Yakovlev. The topic for this year’s reports is “Current issues of legal science and practice in the context of digital transformation” this year.
The participants were welcomed by Deputy Chairman of the Supreme Council Galina Antyufeyeva. The vice-speaker emphasized the role of Vasily Yakovlev in the formation of Pridnestrovian statehood and in the development of legal science in Pridnestrovie.
Vasily Yakovlev opposed pro-Romanian nationalism in the late 80s of the 20th century, not supporting the law “On the functioning of languages on the territory of the Moldavian SSR,” according to which the Moldavian language was recognized as the only state language.
PSU Rector Vladislav Sokolov spoke at the opening of the Yakovlev Readings. He reminded the students of the Second Congress of Deputies of All Levels held on September 2, 1990, at which the PMSSR was proclaimed, and it was decided to create a state university. The ideological inspirer was Vasily Yakovlev.
It was noted at the opening of the conference that Vasily Yakovlev was the initiator and one of the authors of the Declaration of Independence of the PMR In August 1991. Yakovlev Readings began to be held annually at PSU after his passing in November 2013 in memory of the contribution to the creation of the republic and the university made by Vasily Nikitovich.
The number of reading participants increases every year. Presentations will be made by the teaching staff of PSU, and experts and representatives of a number of Russian universities will participate remotely.
They talked about modern digital capabilities and their convenience at the opening of the X International Scientific and Practical Conference. The heads of government agencies, welcoming the students, emphasized the role of digitalization, which accelerates the exchange of data both between departments and between employees of a particular government agency. There is an “Electronic Payments” system in the republic, and regulations are posted on the “Legal Literature” website. Risks increase with the development of digitalization at the same time; for example, the protection of personal data may be at risk. Digital transformation needs legal regulation, conference participants noted. To eliminate negative factors, necessary changes are being made to legislation. Work in this direction continues.
The conference work was divided into sections. The topics of the reports concerned electronic appeals, problems of protecting human rights in the digital era, digital transformation of tax administration, as well as new approaches to combating corruption in the context of digitalization and other topics.
