Making Elevators Safe: Change the Elevator Charge Mechanism

Where to get funds for the maintenance of elevators in apartment buildings, this question has been recently asked in elevator facilities and in local authorities. According to current regulations, the fee for the elevator is charged from each person registered in the apartment. If no one is registered, accordingly, no fee is charged for the elevator. Although the PMR Civil Code notes that the payment for the elevator, as well as for other common property, is carried out by the owner in proportion to the area of ​​the apartment.

The Bendery City Council proposed to change the mechanism for calculating fees for the maintenance of elevators – so that the money that comes from residents is enough for maintenance, repair of elevators and timely replacement of parts. The Supreme Council considered the initiative to amend the Housing Code in the first reading.

The parliamentarian explained: for example, the cost of maintaining one elevator is 1600 rubles per month. If 50 people are registered at the entrance and they pay 18 rubles each, then the amount from the residents will be 900 rubles. It turns out that 700 rubles are not enough for the work of the elevator company.

The amount paid by tenants (by the number of registered and for 1 tenant from apartments where no one is registered) will increase, but it will not completely solve the issue either at the initiative of the Bendery City Council. The Committee on Regional Policy and Housing and Public Utilities proposes an alternative option – to charge a fee for the maintenance of the elevator in accordance with the norms of the Civil Code: depending on the area of ​​the apartment (as for common house property).

Two options for the mechanism for calculating fees for the maintenance of the elevator will be submitted in the second reading in the course of the plenary session of the Parliament of the Pridnestrovian Moldavian Republic. Which of them will be adopted and applied will be determined by the deputies of the Supreme Council of the Pridnestrovian Moldavian Republic by voting.
