According to the chairman of the Committee on Economic Policy, Budget and Finance Alexander Korshunov, there are about 12 amendments. Among them - additions and changes related to the mechanism for holding state tenders, allocating targeted subsidies to municipalities for payment of utility services, establishing a fixed rent for foreign educational institutions, and others. Members of the faction decided to support the amendment, giving the right to municipalities to establish a fixed fee.
Members of the faction approved the proposal of Galina Antyufeeva to give the right to municipalities to allocate subsidies for payment of utility services to citizens whose incomes are lower than the subsistence minimum. Such a mechanism for several years operated in the capital, with the adoption of the amendment the experience will be extended to the entire republic.
A lengthy discussion was prompted by an amendment concerning the procedure for public procurement. According to the Minister of Economic Development Sergei Obolonik, the tender policy is not effective and, as a rule, does not lead to a reduction in costs. The same position is shared by the head of the Committee on Economic Policy Alexander Korshunov.
Members of the faction supported his colleague. In the course of the plenary session on December 13, amendments to the second reading of the draft budget 2018 will be considered. The final, third reading of the main financial document is scheduled for Tuesday, December 19.
