Dormitory as a temporary measure for partial improvement of living conditions for orphans and children left without parental care. Several categories of orphans, according to the law have the right to receive housing from the state after reaching the age of majority. There is a targeted state program to solve this problem. According to 2022 data, there are more than 1100 people on the waiting list and about 100 more orphans are released from boarding schools and orphanages every year. The state must provide temporary housing for the period until the turn comes: for social hire, compensation for commercial rent or a place in a hostel. The law-in-draft adopted in the second non-final reading in the Housing Code establishes the possibility for orphans and those left without parental care to provide housing in a hostel that is a separate room. This is an amendment by the relevant Committee on Regional Policy and Housing and Public Utilities. The deputies point out that the hostel is only a temporary measure and does not deprive an orphan of a place in the preferential queue for an apartment or house under the law.
In addition, the deputies of the relevant Committee made changes to the Housing Code, according to which residential buildings specially built or converted for this purpose should be provided for dormitories. Dormitories must be equipped with furniture and other items necessary for living, studying and relaxing.
Changes will be made in the third final reading to other legislative acts related to the norms on the provision of housing for orphans and children left without parental care.
