There will be Pay Rise for State Employees

The Supreme Council held the first reading of the law-in-draft “On the republican budget 2019”. The main financial document of the state was developed by the Government, its preliminary discussion was held in relevant parliamentary committees. The draft budget of the next year during the plenary session was presented to parliamentarians by Finance Minister Tatyana Kirova. According to her, the 2019 budget will remain socially oriented, the share of the state’s social obligations will be about 90%.

Minister of Finance called the basic parameters. The republican budget revenues in the future year is planned in the amount of 1 billion 798 million rubles, which is almost 10% more than the planned revenues of the current year, expenses in the amount of 3 billion 482 million rubles. The maximum deficit of the republican budget is planned in the amount of 1 billion 683 million rubles. The head of the relevant department voiced the parameters of local budgets: revenues - 1 billion 33 million rubles, expenses of 1 billion 420 million rubles. It is planned to allocate transfers from the budget of the republic to repay the deficit to cities and districts.

In calculating the expenditure side, the government took into account the increase in the size of labor remuneration for individual departments, which occurred this year. In particular, this applies to law enforcement agencies, individual areas in the sphere of health care and the judiciary. In response, the deputies took the initiative to find an opportunity to raise wages for workers in the entire public sector. The proposal of parliamentarians was supported by the President. The President introduced a conceptual amendment: to raise salaries to public sector employees by 7%.

Deputy corps unanimously supported the presidential amendment. According to parliamentarians, this decision reflects the consolidated position of the leadership of the republic.

The relevant parliamentary committees carried out scrupulous work and suggested sources of funding. The issue price - about 124 million rubles. The proposals received from the deputies of the Supreme Council were summarized by the Committee on Economic Policy, Budget and Finance.

Taking into account the conceptual amendment of the President, the law-in-draft “On the republican budget for 2019” was adopted by the Supreme Council in the first reading.
