The second reading of the main financial document of Russia is scheduled for this week. About 500 amendments were prepared for the draft budget for the next three-year period, almost half of which is authored by the State Duma deputies. The most voluminous block of amendments concerns the implementation of national projects. In their implementation in the regions in 2019 will direct 425.7 billion rubles. The law-in-draft on the federal budget for the next three years was adopted on October 25 in the first reading. It is expected that the Russian budget in 2019 will become surplus. The surplus will be about 2 trillion rubles, or 1.8% of GDP. Next year, inflation is expected to be 4.3%. The average annual exchange rate of the ruble to the US dollar is planned at the level of 63.9 rubles per dollar. The price of oil will be $ 63.4 per barrel.

The budget includes funds for state programs that develop all aspects of the country's life. The draft budget provides for the extension of the maternity capital program. Consideration of the draft federal budget of the Russian Federation in the second reading is scheduled for November 14. The same day, Pridnestrovian legislators will start discussing the main financial law of the year. The draft budget 2019 will be included in the agenda of the upcoming plenary session of the Supreme Council.
