The deputy corps adopted the 2025 budget in the second non-final reading

The law-in-draft "On the Republican Budget for 2025" was adopted by the Supreme Council on December 11 in the second non-final reading. The draft law on the republican budget for 2025 was returned to the first reading to adjust the parameters of the republican and local budgets since after the adoption of the law-in-draft in the first reading, when the main characteristics of the consolidated, republican and local budgets were approved, amendments were made to the tax legislation.

Decision to form reserves for some target funds was made as part of the adjustment of the main parameters of the first reading of the republican budget. For example, the limits on events aimed at developing (updating) the material and technical base of healthcare institutions have been increased by 16.8 million rubles. Viktor Guzun noted that this fund of the healthcare system is formed by paying 1% of the single social tax, which is paid by all organizations and enterprises.

The limits of the Road Fund were increased from 274 million to 285 million rubles as part of the consideration of the draft republican budget for 2025.

Several tables of amendments were prepared at today's plenary session for the consideration and adoption of the law "On the republican budget for 2025". Deputies and the Government discussed more than 100 amendments to the law-in-draft in total. 66 amendments were made to the text part of the law-in-draft. For example, the Parliamentary Committee on Economic Policy proposed and the deputy corps agreed that the disabled and participants of the Great Patriotic War will be paid in full their restored Soviet deposits in 2025, by the anniversary of the Great Victory. Citizens have been partially paid their guaranteed restored savings since 2018, according to the law.

2 million rubles will be required to pay the remainder of the indexed amounts on Soviet deposits to participants in military operations and veterans of the Great Patriotic War. About 25.5 million rubles have been allocated in total for this item in the republican budget. The payment of accrued guaranteed restored savings of citizens is paid in accordance with the law "On the restoration and guarantees of protection of savings of citizens", the procedure for restoring savings is approved by the Decree of the Government of the Pridnestrovian Moldavian Republic.

The deputy corps plans to adopt the draft law "On the republican budget for 2025" in the third final reading next Wednesday, December 18. In the third reading, the Supreme Council considers such indicators of the law-in-draft on the republican budget for the next year as, for example, estimates of revenues and expenditures of state target programs, including programs of target budget funds; estimates of revenues and expenditures of state institutions providing paid services; information on established maximum price levels (tariffs) and fixed prices (tariffs) for services of state (municipal) institutions; the budget for the development of Pridnestrovie, etc., and adopts the law-in-draft as a whole.
