The Budget 2017: the second reading is completed

Within the framework of consideration of the main financial document in the second reading mode, more than 60 amendments were prepared. Previously, each of them worked in detail at a meeting of the parliamentary committee on economic policy, budget and finance. The parliamentarians proposed to reconsider the decision related to the splitting of the tax on the maintenance of the housing and social sphere. Earlier: it was decided in the first reading to send 50% of this fee to finance socially protected articles. Deputies emphasize that these funds are the only source of development of the district's infrastructure, therefore, these funds should be left in charge of municipalities.

The plenary session also supported the decision to allocate a part of funds from privatization to the development of socio-economic sphere of the districts.

A number of questions of parliamentarians were caused by the amendment directed by the Government. The opportunity is offered for organizations to make tax payments in advance in the amount of at least 50% until the 10th day. As it was noted by the Minister of Finance Irina Molokanova, this provision has a recommendatory character.

However, parliamentarians expressed concern that the norm could be interpreted as a restriction that places entrepreneurs within certain limits.

Thus, revenues of the consolidated budget are planned at a rate of 2.395 billion rubles, expenses will amount to 4.562 billion, including 2.991 billion on socially protected articles. To cover the budget deficit they have to use funds of the traditional source, as well as to external borrowing. The main financial document of the deputy corps will be considered next week in the final reading, then it will be sent for signature to the President. In this case, as of July 1, the republic will live according to the unified financial plan - budget-2017.
